AUTHORIZATIONS

Łukasiewicz - IPO is authorised to:

  1. Perform administrative activities related to testing, classification, and authorisation conditions for the transport of dangerous goods (Journal of Laws [Dz. U.] of 2019, item 1759).
  2. Assess the safety of explosives manufactured, used in production, or placed on the market, in accordance with § 5(1) of the Regulation of the Minister of Economy, Labour and Social Policy of 9 July 2003 on safety and hygiene at work in the production, internal transport, and circulation of explosives, including pyrotechnic products (consolidated text: Journal of Laws [Dz. U.] of 2016, item 262).

  3. Prepare assessments or comments on the dossiers of plant protection products, as referred to in Article 10(1) of the Act of 8 March 2013 on plant protection products (Journal of Laws [Dz. U.] of 2020, item 2097, as amended), in accordance with the decision of the Ministry of Agriculture and Rural Development No. R-1/2012up of 4 July 2014.

  4. Provide opinions on fulfilling technical and organisational conditions for the manufacture and trade of explosives, weapons, ammunition, and products and technologies for military or police use, specifically regarding the manufacture and trade of explosives, ammunition, and products for military or police purposes containing explosives and related technology, excluding radioactive materials and associated technologies. This is pursuant to the annex to the Ordinance of the Minister of Development, Labour and Technology of 20 January 2021 on institutions authorised to issue opinions on fulfilling technical and organisational conditions during the manufacture and circulation of explosives, weapons, ammunition, and products and technologies for military or police use (Journal of Laws [Dz. U.] of 2021, item 164).

  5. Providing training on: the manufacture and marketing of explosives, ammunition and articles for military or police use containing explosives and Weapons of Mass Destruction, as well as the marketing of related technologies, excluding radioactive materials and related technologies; Production quality system, product testing and certification relating to manufacturing in the scope mentioned above. In accordance with § 2 of the Ordinance of the Minister of Development, Labour and Technology of 1 April 2021 on training confirming professional preparation for performing or managing economic activity in the field of manufacturing and trading in explosives, weapons, ammunition, and products and technologies for military or police use (Journal of Laws [Dz. U.] of 2021, item 776).

  6. Provide training on: the use of explosives in production processes, performing work with explosives for civilian use outside of mining, and conducting research in the field of explosives for civilian use; in accordance with § 7(1) of the Regulation of the Minister of Economy of 4 July 2005 on training and examination of persons having access to explosives intended for civilian use (Journal of Laws [Dz. U.] of 2016, item 565).

  7. Issue opinions on the ability of an entrepreneur or scientific unit to meet technical and organisational conditions when working with explosives intended for civilian use, specifically regarding the acquisition and storage of explosives in connection with economic or scientific activities. This is outlined in the list attached to the Regulation of the Minister of Economy of 25 November 2002 on institutions issuing opinions on the possibility of fulfilling technical and organisational conditions during works with explosives intended for civilian use (Journal of Laws [Dz. U.] of 2002, No. 203, item 1716).

  8. Operate the Institute’s Research Laboratory for Dangerous Properties of Materials, which in 2022 was included on the list of accredited laboratories authorised to perform tests confirming that fertilisers labelled with the ‘EC FERTILISER’ mark meet the requirements specified in separate legislation. This was annexed to the Announcement of the Minister of Economy of 28 April 2014 on the list of accredited laboratories authorised to perform tests confirming that fertilisers marked with the ‘EC FERTILISER’ mark meet the requirements specified in separate regulations (Official Gazette [M.P.] of 2014, item 357), issued under Article 15 of the Act of 10 July 2007 on fertilisers and fertilisation (Journal of Laws [Dz. U.] of 2021, item 76). Note: This accreditation was repealed as of 3 December 2022 (Act amending the Act on Fertilisers of 29 September 2022, Journal of Laws [Dz. U.] of 2022, item 2364).

  9. Approve technical specifications and confirm the deactivation of weapons and products in the field of military or police use, including products containing explosives, toxic agents, and their precursors, as well as related technologies. This is outlined in Annex No. 3 to the Decree of the Minister of Defence of 11 April 2022 on the deactivation of weapons other than firearms and products for military or police use (Journal of Laws [Dz. U.] of 2022, item 911).

  10. Recognise professional qualifications acquired in Member States of the European Union, Member States of the European Free Trade Association (EFTA) that are parties to the Agreement on the European Economic Area, or the Swiss Confederation, for the following regulated professions: pyrotechnician, gunsmith, specialist for clearing land of explosives and dangerous substances, technician for clearing land of explosives and dangerous substances, operator of equipment for the production of explosives This is pursuant to the Ordinance of the Minister of Economic Development and Technology of 20 March 2023 on authorising the Łukasiewicz Research Network – Institute of Industrial Organic Chemistry and the Łukasiewicz Research Network – Warsaw Institute of Technology to recognise professional qualifications (Journal of Laws [Dz. U.] of 2023, item 579).

  11. Conduct animal experiments in accordance with Article 2(1)(11) of the Act of 15 January 2015 on the protection of animals used for scientific and educational purposes (listed unit number 003).

  12. Breed laboratory animals, as specified in Article 2(1)(9) of the Act of 15 January 2015 on the protection of animals used for scientific and educational purposes (unit number in the list: 018).
  13. Possess, keep, and kill specimens of the ground bumblebee (Bombus terrestris) originating from closed breeding, in connection with acute contact and oral toxicity testing of plant protection products. This is pursuant to the Decision of the Regional Director for Environmental Protection in Katowice No. WPN.6401.120.2021.MS.1.
  14. Provide opinions to entities and entrepreneurs on fulfilling technical conditions ensuring proper performance of activities involving toxic chemical compounds or their precursors, as specified in the Decision of the Minister of Economic Development and Technology No. MRiT/39-/UM/24.
  15. Concession No. B-036/2003, issued by the Minister of the Interior and Administration, to perform economic activities in the following fields: manufacture and trade in explosives (initiators, detonators, propellants, and pyrotechnics), manufacture and trade in various types of ammunition, manufacture and trade in products and technologies for military or police use.
  16. Maintain NATO National Economic Entity Code (NCAGE) – NCAGE identification code: 0260H.
